CD Restop Social Welfare Infrastructure Investment JSC develops and operates a system of social-welfare rest stops on a "social-welfare infrastructure" model: infrastructure first — land, power and on-site services — and only then the chargers on top; welfare is the core; standardised so it can be replicated.

Bring clean energy, meals at listed prices, decent rest and digital services to working people on the road — through an operating standard with firm commitments, measured and reported regularly to local authorities and mass organisations.

To become a standardised network of social-welfare rest stops across 34 provinces and cities, where each stop is a welfare institution for its locality, not merely a charging station with seats added.

Self-sustaining welfare: commercial revenue at each site funds its welfare components. The company invests and is accountable for operations; authorities and mass organisations shape and supervise; the programme uses no state budget.
